Sheriff Rouse spent his youth in Belmont, Mississippi and Lawrenceburg Tennessee. He moved to Kaufman Texas where he graduated high school and attended the Independent Baptist College in Dallas Texas.

While employed as an armed security guard he enlisted in the Navy and spent 6 years active service, most of that in Vietnam.

In 1992 Sheriff Rouse moved to Oregon from Oklahoma with his family. He became a reserve deputy with Wheeler County in 1993. He worked with the Sheriff's Office and became a full time Deputy in 1995. Rouse has been the Sheriff of Wheeler County since 1999 when he was appointed to fill the position when it was vacated.

Wheeler County encompasses 1846 square miles. Sheriff Rouse has a staff of 3 full time deputies, 7 volunteer reserve deputies and 23 volunteer posse members. The Wheeler County Sheriff's office enjoys a sprit of Community Policing with the residence of Wheeler County.

OREGON SHERIFF Magazine News

Winter, 2007 -- Wheeler County was recognized by the Association of Oregon Counties in November, and a Certificate of Achievement was presented to Judge Jean Burch naming Wheeler County as Oregon's Top Ranked County for Public Safety Benchmarks for 2007.

Hunting season has been a busy one in the county this year. Three animals were salvaged by the Sheriff's Office and processed according to Oregon Administrative Rules. As a result, some residents of Wheeler County, who would not otherwise get to enjoy game meat due to their inability to hunt, received some packaged meat to enjoy.
